I think certain enemy armor should be allowed to be worn by players. Notice that in gw1 any enemy armor has an armor rating even though players can't wear it.
This is simple you take the armor you want to an armorer and they customize the armor so you can wear it.

I'd like this too, maybe you could even be disguised with certain pieces, they could be required for certain quests or something. Kinda like when you get disguised as a corsair on NF
